I think the guy standing is just watching the other guy who is dangling over the other side.  If I were doing such a job I would demand to be refered to as Spiderman! ;-)

This is the top of Miller stadium in Milwaukee.  These guys were performing some kind of maintenance up there, but I really hope they're getting paid well to do it.  The wind was pretty stiff and those safety lines were not just for show.
