Yes! Prague. Nice shot with the rusted wire. This railing was overlooking a mill wheel on the south west end of the bridge.

Prague then?  As I understand the tradition of the locks, Via Dell Amore in Cinque Terre has been collecting them for quite some time.  This strikes me as a very european thing to do for whatever reason. The locks along the via are clipped to anything and everything and I assume that the keys are cast into the sea.  Here's another attached photo showing the extent of them.

And the key is then thrown into the water to add permanence. I was not aware of this being more widespread. This one is near the Charles Street bridge crossing the Danube. Home of Kafka. City?

So, Paris maybe?  The attached photo is why I guessed Italy.  It seems the tradition of the lock is quite wide-spread.
