Yeah, I don't know the lat time they actually usd this mechanism, but it took a mighty big crank to make it turn. This structure is frm the boom years of logging in the north woods. There are many old remnant dams, but few that have this integrity. Historic sites are always fun and will tell you so very much about how things were (and sometimes still are) done.
